I'm a framer, so let me tell you the way we would do it. You don't need to glue objects like that, just use "invisible" beading thread, and sew through the mat to tack down parts of each tie so they don't flop around. You can just use matching thread instead but the beading thread is usually stronger. Thanks for the inspiration!
